The Grand Chamber found the determining factor in that the applicants could have received a lower sentence had the 1976 Criminal Code been applied. Significantly, as the 2003 Code operated so as to disadvantage the applicants concerning a more stringent sentence, there had been a breach of Article 7.
Council of Europe - Second World Forum For Democracy 2013
From the 23-29th November, 2013, the Council of Europe is inviting to Strasbourg political leaders and civil society to debate the democratic deficit which currently exists within many political systems around the world, and the rise of social media as a tool to create political movements and promote political change.
The title of the Second World Forum for Democracy is: Re-Writing Democracy: Connecting Institutions and Citizens in a Digital Age.
This forum will debate issues such as, voter abstention, interest-based communities, political governance, protest movements and democratic revolutions.
